I love him. He's scared to commit. I'm stuck.?

I am in love with this guy, and I have been for years now. We dated for a short time after I crushed on him for years. He said he loved me, and I said it back. He likes me, maybe even loves me, and I definitly still love him. I think he's scared to jump back into the relationship that he has already been in twice,and broken my heart both times. I's take 1000 broken hearts form him, as long as in the end we were together. We barely talk now, but when we do it usually him appologizing for the past. How do I get him to stop avoiding this? I wnat to be iwth him, but he ignores the obvious. I'm in love with him. How do you get a guy to notice you? We never see eachother anymore, even though we live within miles of eachother. I miss him. If you can't help me get him back, or make him notice, help me get over him. How do you get over someone who has held your heart for over 2 years?
