Should I tell my bestfriend I love her?

I have known my bestfriend for about 3 years now and I cant deny anymore that I love her, some people say I am infatuated but others say I'm in love. The thing is I fear rejection especially with her and the thing that makes it difficult right now or kind of puts a hold on things is she just had a daughter and she told me she doesn't have feelings for the baby dad that he gets on her nerves she just puts up with him for the baby so she doesn't go on without a dad. My friend told me maybe someday she'll find someone who can take the father roll, I dont rush anything with her. This whole 3 years I have known her I have never rushed anything I have only gave her a hug! No kiss or anything, I respect her too much. I sent her and her daughter christmas presents this year and she loved it, I just dont know how to tell if she still has feelings for me? I have past messages from me and her but I just cant tell!
