Need Help for a Flex Starter?

Both of these guys are better choices this week than they normally would be. However, only the Bills are giving up more fantasy points to opposing RBs than the Raiders - they've already allowed 1186 rushing yds and TD TDs by RBs (including 1 TD reception). I'd give Charles a shot.
